So if your dal has 10 g protein, 20 g carb, and 2 g fat, the calories are (10x4) + (20x4) + (2x9) = 40 + 80 + 18 = 138 kcal. These three numbers are the "general Atwater factors". They were made by a scientist named Wilbur Olin Atwater in the United States, working with the USDA. The FAO still lists these same rounded values today.

Meet Wilbur Olin Atwater, the man behind the numbers
The system is named after Wilbur Olin Atwater. He was a scientist in the United States who worked with the USDA starting in 1893. He built a big room-sized machine called a respiration calorimeter. People lived inside it for days while he measured the heat their bodies made and the energy in their food. With it, he showed that the same law of energy that runs engines also runs the human body.
