What used to take a senior developer one week now takes the same developer plus an LLM eight hours. For Indian government IT, where the cost ratio between a competent dev shop and a big-vendor enterprise is already 5:1, LLM-augmented coding pushes the gap to 10:1. This is structurally why a small Indian dev shop in 2026 can compete with — and beat — a 2,000-engineer enterprise practice from 2019.

This article is for the PSU CIO and IT Secretary trying to understand what the AI-in-coding shift actually means for procurement, vendor evaluation, and timelines. Not the marketing pitch. The honest engineering perspective.

What "AI-augmented coding" actually means in 2026

It does NOT mean "AI writes the code". It means a senior human engineer:

What changes in your procurement when vendors use AI-augmented dev

Timeline expectations should be reset

If a vendor quotes 18 months for what should be 6 months in 2026, ask them what they're using AI for. Honest vendors will tell you the AI-leverage breakdown. Vendors stuck in 2019 timelines either don't know AI tools or are padding to charge more. Either way, that's a signal.

Mid-size shops can now legitimately bid for big work

A 25-engineer shop with strong AI-tooling discipline can ship work that previously needed a 100-engineer practice. Don't dismiss bidders by team size; ask about their AI-augmented workflow.

Quality is going up, not down (when done right)

The standard worry: "AI-generated code = buggy code". Reality: AI-augmented code with senior-engineer review is BETTER tested, better documented, more consistent than human-only code. The tests get written. The docs get written. Edge cases get explicit handling. These are the things that get skipped under deadline pressure in human-only flows.

Pricing should reflect the productivity gain

If a vendor's per-hour rate stayed flat from 2019 but their throughput tripled, your effective cost per deliverable should drop 50-65%. Some vendors quietly pocket the savings. Press on this.

The honest risk side

1. Junior engineers without senior oversight

A junior developer using AI tools can produce a lot of code without understanding it deeply. This is a real risk. Look for vendors with clear seniority distribution and code-review processes. Ask them to explain their LLM-output review workflow.

2. Hallucinated dependencies / non-existent APIs

LLMs occasionally invent functions or libraries that don't exist. Without code-execution validation, this slips through. Mature shops use automated test suites that catch this within minutes.

3. Security drift

LLM-generated code can include subtle security issues (e.g., SQL injection patterns the model "remembers" from old training data). This needs human security review, especially for government code. Ask vendors how their security review fits into the AI-augmented loop.

4. IP leakage if proprietary LLMs are used carelessly

Sending your sensitive PSU code to a public LLM API can leak IP. Mature shops use either self-hosted LLMs (Ollama running Llama / Mistral on private infrastructure) or enterprise LLM contracts with documented data-non-retention. For sensitive government work, self-hosted LLM is the standard.

What this means for your next government IT project

  1. Don't accept vendor-quoted timelines based on 2019 productivity assumptions. Push for 2026 timelines.
  2. Ask vendors specifically about their AI-augmented workflow. The answers will distinguish serious shops from theatre.
  3. Demand security review of AI-generated code as a contract clause.
  4. For sensitive systems, demand self-hosted LLM use (no public API) as a contract clause.
  5. Reset your cost expectations. The 2026 build of a 5,000-employee HRMS should not cost 2019 prices.

What about LLMs for citizen-facing services?

Different use case. AI in citizen-facing portals (chatbots for grievance redressal, RTI assistants, scheme-eligibility checkers) needs different architectural choices. Self-hosted LLMs work for moderate-volume queries; high-volume citizen services may need hybrid (Indic-language fine-tuned models hosted by Bharat AI Mission). Final thought

The productivity shift in software development since 2024 is the biggest change in three decades. PSU procurement processes that were calibrated for 2019 vendor productivity will systematically over-pay and under-deliver until they reset to 2026 reality. The shops that have internalised AI-augmented workflows are shipping faster, cheaper, and at higher quality. Find them; engage them; expect 2026 timelines and 2026 prices.

This is the single biggest cost-saving lever available to Indian government IT in 2026. Use it.
