For a website redesign, we usually start with a regular wa.me link (free) — it opens the customer's WhatsApp pre-filled. WhatsApp Business API (₹0.40-1.20 per outbound message) is only needed if you're doing automated nurture sequences or order updates, which is more an ecommerce/CRM thing.
